INTELLIGENCE SUMMARY

1. Situation

CAPRICA is under Cylon military occupation. The Cylon occupation strategy appears to be basic operant conditioning - severe punishment for any resistance, rewards for cooperation. This strategy appears to have been fairly effective, as there are reports of a significant number of Cylon sympathizers, informants, and even enforcers among the human population.

CAPRICA CITY and DELPHI were not nuked during the invasion, but seven other large cities were nuked.

Local police have been allowed to continue operating and to enforce local laws. However there are reports of significant divisions within some departments about operating under Cylon authority.

2. Friendly Forces

Colonial Military bases have either been destroyed via tactical nuclear strike or are under Cylons control. Salvage of military supplies, including fuel and ammunition, should be assumed to be impossible.

The only known Colonial military unit still operating on-planet is the 55th Mobile Command and Control Squadron. The 55th MCCS is in command of resistance operations on CAPRICA.

Resistance cells are operating but the Cylons have been effective at locating and destroying them. Morale among the resistance is reported to be critically low. Smuggling of weapons was large-scale but is becoming increasingly difficult.

3. Enemy Forces

Centurions and Skinjobs are operating on the ground in large numbers. A significant number of Cylon Raiders are operating within the atmosphere. This would suggest the presence of at least one Basestar.

Extreme caution should also be exercised when dealing with any human civilians on CAPRICA. There are a large number of Cylon informants and even some supporters among the human population. Consider members of the local population hostile unless proven otherwise.

Human-abduction operations, similar to the Roland Reese incident, appear to be on-going. Humans controlled by 'uploaded' Cylon consciousness could be present in significant numbers by now.

There is also evidence that the Cylons may have employed biological warfare — a virulent influenza outbreak occurred early in the occupation, and may have been engineered by the Cylons. They were reportedly providing inoculation to the human population, with priority for those who assisted them the most.

4. Movement and Logistics

Air travel is prohibitted and Cylon Raiders will engage and destroy any aircraft without warning. Other civilian movement is unrestricted, but there are random checkpoints manned by skinjobs, Centurions, and (most-recently) humans. It is not known if these humans are 'uploaded' Centurions, humans working for the Cylons, or a mix of both.

Cylons control food supply to the population, and are reportedly bringing in foodstuffs from AERILON. The Cylons are said to cut food supply to anyone suspected of being a resitance member, as well as the suspect's family. Anyone caught aiding these people is are also cut off.

CLASSIFIED: TOP SECRET

(OOC NOTE: If you're not on the 'To' line you probably should never see this 'Top Secret' section IC. The general info about Caprica on the first page could be seen by most anyone, however.)

The objective of Operation RED SKY is to neutralize top-level members of the former Colonial Government on CAPRICA in the event that they are offering aid to the enemy.

Contact on CAPRICA

Our only source of information on CAPRICA is the 55th Mobile Command and Control Squadron. Communications with 55th MCCS are considered reasonably secure. All traffic with 55th MCCS has been handled through ANVIL (CMDR Spree's HQ) to date.

The Colonial military contact is Major Martin Jankovic, Naval Special Projects, Commander of the 55th MCCS and acting Resistance Commander, CAPRICA.

The 55th MCCS is a road-mobile unit employing state-of-the-art communications systems and active vehicle camouflage. 791st Security Forces Squadron, a special operations unit of private military contractors local to CAPRICA, provides security for the 55th MCCS. Members of these teams have no families or other close personal ties for the Cylons to exploit.

Resistance on CAPRICA is low-level and appears to be fighting a losing battle. Cells have repeatedly been infiltrated by the Cylons and morale is said to be very low.

NOTE: Advise caution upon making first contact with 55th MCCS. Examine their personnel for the presence of Cylon skinjobs who may have infiltrated the unit.

Insertion

A covert Raptor jump appears to be the only viable option for insertion onto CAPRICA. 55th MCCS states that the jump must be in-atmosphere and low altitude, and the ship must immediately get down 'into the weeds' (below treetop level) in order to land without being intercepted.

55th MCCS does not remain stationary, but tends to operate most frequently within Tonn's National Forest, some 400-500km north-northwest of CAPRICA CITY. ANVIL can alert them to a specific rendezvous location.

55th MCCS has a Single-Channel Anti-jam Man-Portable (SCAMP) system they can use to send secure signals to our Raptor. Our Raptor can receive SCAMP but we do not have the communications equipment to transmit SCAMP signals, so this communication would be one-way only.

Operations

If the delivery Raptor is to remain on-planet for extraction it will need to be well concealed. Given that the mission may require several days or more, this is an additional risk of discovery. If the delivery Raptor departs immediately a separate extraction mission and rendezvous point should be pre-arranged, in case communications with 55th MCCS is lost.

Once on the ground our teams should leave the LZ immediately and rendezvous with the 55th MCCS (or other local resistance forces) at a separate location.

In the field our team will need to blend in with the civilian population. Appropriate cover identities will need to be created and rehearsed. Personnel who have lived on CAPRICA would be a best-suited for this. Civilian transport will need to be acquired on-planet. Weapons and equipment will be limited to what can be easily and safely concealed.

Information on the target's movements and security will need to be acquired. While this could be requested from 55th MCCS ahead of time, there is a risk the mission could be compromised when the request and reply are transmitted.

There may be a resistance cell in CAPRICA CITY composed of ex-CapCity SWAT personnel. 55th MCCS relayed a report about a shoot-out where these personnel destroyed the Internal Affairs Bureau and killed most of the upper echelon leadership of the CapCity Police Department. The survivors of the SWAT unit appear to have dropped out of sight. If they are still operational, can be contacted, and have not been compromised they may have access to information we need on the primary target.
